The office of the God General was in a state of disarray. A metal framework occupied the center of the large space, its electronic guts spread out on the floor around it, not yet assembled. Wall decorations remained mostly in open boxes, though a large banner depicting Team Rocket's insignia already hung from the wall opposite the door. [break][break]

Meanwhile, on one side of the room, Zev sat behind his desk, sorting through books on military strategy. He looked up when the door opened and his secretary announced a particular arrival. [break][break]

"Beast Quinn is here to see you, General." [break][break]

"Let him in," he replied, reaching over to mute the television mounted on the wall opposite him. The motion cut off the words of the HNN newscaster reporting on a recent Kyogre sighting.

Tempest wasn't really sure what to think of the God General thing.[break][break]

Well, that statement was too broad. It's more like Tempest didn't really understand it and wasn't that pressed to care. His main job as Beast had always been direct conflict with League Avatars and higher ups. He was one of the few people who would scrap with meta humans and not give a shit. If Zev Harcourt knew that much about him, Tempest couldn't imagine that the other would suddenly put him on daycare duty.[break][break]

Tempest doesn't sit. He only cocks his head to side like a curious animal, not shying away from meeting Zev's eyes. There was only a lingering curiosity in his own.

Zev's Gengar descended from the ceiling, upside-down, to greet Tempest. Ears wiggling, Smoke cackled at the Rocket Beast before swooping over to hover above his master's chair. [break][break]

"I did," Zev said, ignoring the ghost. He gestured to the empty armchair situated on the opposite side of his desk, a silent invitation to sit. [break][break]

"Considering the information Bosses Walsh and Monroe gave us about our upcoming operations, I want to make sure we maximize our efforts in planning our strategy." [break][break]

Setting aside the biography of a well-decorated Kanto General, Zev folded his hands in his lap. He sat back, blue eyes assessing Tempest critically. "You want to be part of the defense of Sootopolis, correct?" [break][break]

The other man had said as much on the encrypted group chat, but Zev wanted to be sure that Tempest's decision had not changed only a few days after its conclusion.

Tempest raises a brow at the ghost type's appearance, offering it the slightest of smiles before taking the offered seat. He stretches himself out, cocks his head to the side and waits fro Zev Harcourt to finish before speaking.[break][break]

"Makes sense." Is all he offers on the strategy front. Tempest didn't really do that kind of thinking. His skill-set was more on-the-fly planning, creative solutions to sudden problems. He was happy to be told where to go by people who were better at crunching lives like numbers.[break][break]

"I'd like to, yeah." Is confirmed. Though, his answers shows a willingness to go elsewhere if ordered. "We got the citizens on our side here. Won't have that anywhere else if we lose it." That was ignoring the fact it was their current foothold, that Tempest had built a life here. If they took Mossdeep and Petalburg but lost Sooty, wouldn't resources be stretched thin keeping them guarded? Kanto couldn't play the cool older sibling who bailed them out forever.[break][break]

But, well, as said: that kind of strategy wasn't his usual MO.

Losing the loyalty of a small population of citizens was the least of Zev's worries, should Team Rocket lose their grip on Sootopolis. People could always be bought, brainwashed, or brutalized into submission. [break][break]

"There are a lot of defensible points in the city. The harbor, the cliffs, the surrounding waters. Even the Cave of Origin," Zev said, crossing his arms over his chest. [break][break]

He directed his gaze to a nearby whiteboard, which displayed a paper map of Hoenn. Various sticky notes attached to the map bore names and numbers, some of which crowded around the island of Sootopolis. [break][break]

"We should have enough troops to cover them all, especially with the support from Kanto." [break][break]

Regarding Tempest once more, Zev said, "As a Beast, though, you should be positioned somewhere that plays to your strengths. What would you say your strengths and weaknesses are, Quinn?"

Teempest's eyes follow Zev Harcourt's, raking over the whiteboard quickly. He doesn't bother to absorb more than is needed for the moment. It would be easy, right now, to look for familiar names. Easy to try and figure out where had the most people he cared about. Instead, the hard path of averting his eyes and pushing it from the mind. Tempest meets the other's eyes again and mulls over what is asked.[break][break]

Unlike Zev, Tempest's body language is open and relaxed. One arm has been slung behind the chair, a leg crossed over the other, slouching backwards slightly in his seat. A bit unseemly, sure, but Tempest was never the most professional. He was one of the people not afraid to question or occasionally bark at declan walsh (regardless of how that turned out). Looking good for the higher ups had never been his biggest goal in the organization.[break][break]

"My main skill is nautical combat. I'm also a hand-to-hand expert; my main job before the promotion was training up the Grunts for Admin Cross." Tempest still liked to check in with jayden cross when he got the chance. Now he usually worked under THEO BECKETT or Cillian Quinn. "My canines are excellent trackers and most of my big-name missions are direct League assault."[break][break]

"But," Tempest gave a slight shrug and frowned lightly. "While the pokemon I can use out of the water are well trained, I do lack in fighting capabilities unless I can get up close. Long ranged is out of my wheelhouse, as is aerial combat. I'm not great at stealth, either."

Zev absorbed Tempest's answer in silence. He waited until the other man finished speaking, he nodded. [break][break]

"Then we'll keep you off the cliffs and out of the city," he said. "We'll have several boats rigged with explosives on the water, to counter any hostile approach." [break][break]

Not only the League, but also Kyogre, should it turn its attention to Sootopolis. [break][break]

"Not only do we need a lookout for said hostiles who can communicate visibility to the rest of the city's defenses, but we need someone to keep any League saboteurs busy before they can even reach the island." [break][break]

"I'll need to speak with Underboss Quinn about the finer details, but this may be a role well-suited to you." [break][break]

Zev paused then, in case Tempest had any objections or questions.

"Sounds good to me, bossman." Tempest nodded to Zev Harcourt, offering a sharp toothed grin. Regardless of where he was assigned, Temp knew he would cause problems for whoever dared to oppose him.[break][break]

"I just got a load of Voltorb and Magneton with one of the Grunts." Tempest cocks his head to the side, thinking of his expedition with Kouji Matsubara. "Should I start letting you know the numbers or keep reporting to declan walsh? I think the Labs already got most of the Magneton melted down for Genesect parts by now, though."[break][break]

At least he was pretty sure that's what Lulu Flint and oscar clayton were planning on doing when he handed them over. Temp didn't really ask many questions about it.

"You can start reporting to me," Zev said. "The Genesect production is important, but we can use the Voltorb elsewhere, too. Forward to me what you have and I'll update our numbers." [break][break]

Already, the gears of his mind were drafting plans for Sootopolis' defense. Opening his laptop, he pulled up notes he had started taking and organizing into a proper tactical report. To a running tally of acquisitions, he added a line for the Voltorb. [break][break]

"That's all for now, Quinn. You're free to go—unless you have other questions for me?" Zev asked, glancing over.

Nodding along, Tempest reaches into his pocket and pulls out his phone. It gives an artificial click when he unlocks it and Temp starts a bit of one handed typing. It gives little 'pops' with each letter typed. A whistle of a message being sent, then Zev Harcourt might see an email notification.[break][break]

It wasn't anything spectacular, just the date that Tempest had been keeping of his own. Not just the latest collections but all of them he had been involved with and notes on who he had given those resources to and where he was told they would be allocated. Even if he came off as lackadaisical, it seemed that Tempest did have certain sticking points with his organizational skills.[break][break]

"Actually- there was one thing, but it ain't related to the war efforts."[break][break]

Tucking his phone back into his pocket, Tempest straightened up his posture. Suddenly more serious, he flicked his gaze up to Zev's.[break][break]

"I got a project from the Boss. Is it alright if I snag a few from SPECTRA for it? I'll need a few people specifically trained in Legendary encounters. My own force ain't specialized in that stuff and Nebula ain't big enough alone. It's real damn dangerous, though, so I can't promise there won't be casualties."

A silent notification popped up in the corner of Zev's laptop screen, indicating the email Tempest sent over. He left it there, unopened, as the Beast changed the topic with a personal request. [break][break]

On the surface, what Tempest wanted was a simple matter of temporary personnel allocation. Two facts stood out to Zev, however: one, that declan walsh had directly assigned a project to a Beast; and two, that Tempest had not bothered to mention any details of the project in his request. [break][break]

"Do you already have individuals in mind, or do you need me to forward a list of recommendations to you?" Zev asked, keeping his tone neutral, almost uninterested. "If the latter, then I'll need to know more about the nature of your project." [break][break]

The best tools for the job. He lived and worked strictly by that mantra.

"Well, Mr. 'Bob Inoue' himself is in SPECTRA, right?" Temp's lips quirk upwards at the silly nickname for Hitoshi Inoue. That serves the swordsman right for not bothering to remember anyone's name. "I work well with him and find him reliable. However, I would also like a few recommendations."[break][break]

If Tempest had his way, then he would be taking in Kurumi, Slayte, Inoue, and maybe Abadi. It would entirely depend on circumstances and availability. He also didn't plan to enact anything until after the war push; it wouldn't serve Rocket well for any of them to die before a big battle.[break][break]

"Do you know Yveltal? Walsh wants it to be brought to Rocket's cause. If that fails, it will be eliminated to not cause problems for us in the future."

There was no "Bob Inoue" in S.P.E.C.T.R.A., so Zev guessed Tempest meant Hitoshi Inoue, though the general could not fathom why the Beast would use that nickname. A blank stare was all Tempest received from Zev until the younger man explained his task. [break][break]

Recognition entered Zev's face as soon as Tempest mentioned Yveltal. "I agree with Boss Walsh. It's important to retrieve Yveltal, but it won't be easy." [break][break]

Lunala was the same: a valuable prize not yet reacquired by Team Rocket. At least Zev's encounter with it had not been wholly unsuccessful. [break][break]

"I'll send you that list after we achieve victories at Petalburg and Mossdeep. It'd be premature to choose agents for your task force before the war begins."

"Of course." Tempest agrees easily; it seemed they were of one mind with the timing. Even if Zev Harcourt appeared oblivious or allergic to the silly jab at Hitoshi, it didn't put a damper on his mood.[break][break]

"I'll get in contact after our success. With your new status, I'll also report to you the results of my mission." Getting something like Yveltal on Rocket's side could be a feather in their cap for a future push. Especially if they could manage to keep it hush-hush long enough to surprise the League in a decisive way.[break][break]

If they could get bryan delarosa and the deer's marital spat dealt with, having the wills of Life and Death both would be a great boon.[break][break]

A final nod from Zev followed Tempest's confirmation regarding both Yveltal. As much as the war effort benefited from another Legendary on their side, it was far too risky to split the organization's time and resources chasing it down. Their current arsenal had to do. [break][break]

"You may," the general said, dismissing the Beast. [break][break]

He did not bother watching Tempest leave, already focusing his attention on the other man's email from earlier. Nor did he bother glancing up when the door to his office closed with a click.
